if he is under 18? his parents can claim him with no problem, if they dont have papers then I guess you could, but you have to demostrate that you can sponor him, this means that you have to demostrate that you have the ability to support him 100% go to and you will find all the info you need.
I highly recomend you to higher a lawyer if you can afford it, they usually charge 2000 to 5000 depends how hard is the case.
Thats what I did, Im mexican and my boyfriend (now husband) sponsored me and we had to present A LOT of paper work, now a days the goverment needs to make sure whos coming into USA.

Adoption Feedback: depends on the laws in Peru. You need to check there first since he will have to first be adopted in Peru and then here.

If you want immigration benefits for him, and he’s under 16, you’ll have to go down to Peru and live there with him for two years before he’s eligible to enter the USA as your kid. The reason for that is they’ve figured out how to put a stop to that particular immigration scam.
