I have spent many volunteer hours with United Way and local agencies right her in the United States and I want to encourage you to look for an American child to adopt.  

There are too many children her in the United Stated that need a loving family for me to see any reason to go to Russia to adopt.  Your local family and children&#039;s services department should be able to arrange an adoption for you.  Pretty much any age, sex, or race will be available, all you have to do is ask.</description>

For memory I&#039;m not sure whether it is classified as &quot;adoption&quot; more like they are &quot;foster parents&quot;, but without any relatives to contest otherwise. I&#039;m still not sure after all these years of them being here, that the Russian governing bodies actually allow adoption legally.
