Getting around the one month residence rule for adoption from Russia?

Can you answer smile ! you love me.’s question about Adoption?:

I have a friend who was adopted from Russia this year. She is fourteen. She had a friend back in the orphanage whom has not been adopted yet, and one of my coworkers is looking to adopt another child. She said that she definitely would adopt this girl except in order to adopt a child from Russia she must live in Russia for a month. She has four kids at home and obviously isn’t able to do this. I know that there must be a way to get around this rule. Maybe petitioning someone or something? What could she do?

Why do people, including celebrities adopt children in foreign countries instead of adopting in america?

Can you answer Leo’s question about Adoption?:

We have tons of children here that need a good home, but for someone reason celebrities and even people that are not well known, adopt children overseas in other countries. I feel like if you want to adopt a child and give it a great home, why don’t you get one from over in america. You can find a asian american child over her, just like you can find any other type. I assume they want to have children of different races but we have children that need homes here that are different races.

Why is adopting a child internationally so expensive?

Can you answer Sam S’s question about Adoption?:

For example, it costs on average around $17,000-18,000 to adopt a child from china, and that is the least expensive country from which to adopt. Is there any way you can go to the country yourself and do all the paper work yourself without an agency (but with the help of an in country english translator), and not spend so much money?
I have personal reasons for wanting to adopt internationally
